Resilience taps Colonel Judson C. Dressler, Ret., to lead its Risk Operations Center

Cyber warfare veteran to advance the capabilities of the risk intelligence team to proactively mitigate cyber risk

SAN FRANCISCO, CA – June 17, 2025Resilience, the leading provider of cyber risk solutions, today announced that recently retired Colonel Judson C. Dressler will join the company to lead its Risk Operations Center (ROC). Dressler will spearhead the expansion of the ROC—an industry-first proprietary risk intelligence and threat hunting capability—to continue proactively identifying cyber risk and reducing financial losses for clients.

Dressler joins Resilience after serving 20 years in the U.S. Air Force. He was previously the Permanent Professor and Head of the Department of Computer and Cyber Sciences at the United States Air Force Academy, where he taught more than 1,200 cadets each year and conducted long-term artificial intelligence and cybersecurity research. He served as the Commander of the 835th Cyberspace Operations Squadron, where he led 134 cyber airmen to conduct threat-focused, intelligence-driven defensive cyberspace operations. Dressler holds a PhD in Computer Science from Rice University and a Master’s in Computer Science from the U.S. Air Force Institute of Technology.

The ROC’s risk management philosophy rests on a two-pronged approach: maintaining a one-step-ahead mentality by alerting clients to financially damaging threats before they can be exploited, and applying risk intelligence to help the underwriting team make better informed decisions when evaluating new clients. In practice, the ROC delivers timely and highly relevant advice while breaking down organizational silos to accelerate information sharing between security and risk teams.

This unique approach pays off for Resilience clients. For instance, when Palo Alto Networks issued a warning in 2024 about threat actors exploiting a zero-day vulnerability in PAN-OS Global Protect VPN, the ROC leveraged its comprehensive client security data set to alert clients who were susceptible to the vulnerability, but weren’t yet aware of the issue. Using information from the claims notification process, the ROC created a comprehensive situational view for Resilience’s entire portfolio, identifying more potential victims and preventing up to $81M in potential losses. 

Similarly, when PowerSchool was breached through one of its vendors, PowerSource, some Resilience clients were put at risk through no fault of their own. The ROC fed intelligence to Resilience’s data teams to create models to assess the potential risk in financial terms, and shared that information with the underwriting team so it could ask more pointed questions and make more informed risk assessments.
